What is the Comprehensive Plan?

The City’s Comprehensive Plan is a guiding document, directed by residents and local stakeholders, that guides the community’s vision for the future. The Plan details a long-term vision and policy agenda for important issues in land use, housing, parks, infrastructure, transportation, and more. The Hudson City Charter requires a review and update of the Comprehensive Plan at least once every 10 years. It is important to start the process early. The last update took nearly three years to complete and was adopted by Council in January of 2016.

Planning Consultant

The City will begin work with a planning consultant in late Summer 2022 to perform extensive outreach to gather input from a variety of stakeholders (residents, business owners, developers, service providers, elected and appointed officials). Through this input, the goals and guiding principles of the Plan will be established.

Five (5) consultants submitted written proposals detailing their qualifications as well as their plans for public engagement and plan implementation. The consultants were:

  • Envision
  • MKSK
  • ms consultants, inc
  • OHM Advisors
  • Poggemeyer Design Group

City Council interviewed the 5 consultants on July 27. You may view the interview recordings and the slides that consultants presented during their interviews. You may also view each consultant's original proposal (written response to the City's request for assistance):

Steering Committee

The Steering Committee will be comprised of 19 community representatives who will meet regularly to provide guidance on the overall direction of the plan. City Council will select 7 residents through the open application process (Council will interview applicants and vote to determine selected applicants). Council will choose an additional 7 residents through direct appointment (each Council Member will appoint 1 resident of their choice). Council will also appoint representatives from five City boards and commissions, bringing the total committee size to 19.

The Committee will meet approximately once per month for about one year. The commitment is expected to begin in September 2022.

The Steering Committee application closed June 30. City Council will interview all 42 residents who applied.
