Project Background

The Valley View / Hines Hill Sidewalk is part of the Sidewalk and Trail Master Plan for 2021-2025 that Council approved a number of years ago. The Plan provides a continued effort to provide safe and practical community-wide bicycle and pedestrian connectivity in the community. Other remaining sections scheduled as part of the 2021-2025 Connectivity Plan include Middleton Road from Valley View to SR 91 (2024), W. Streetsboro Road from Terex Road to W. Case Drive (2024), Ravenna Street from S. Hayden Parkway to Stow Road (2025) and Stow Road from Ravenna Street to E. Streetsboro Street (2025). During development of the 2021-2025 Plan, a scoring matrix , developed via public input, evaluated these sections which received high scores due to their connectivity to existing neighborhoods, trails, and streets with higher speeds. Recognizing the importance of connectivity, the Hudson City Council prioritized these streets, aiming to advance the City's commitment to fostering a more pedestrian- and bike-friendly environment.

Project Details

The City of Hudson is planning a new concrete sidewalk project along Valley View Road and Hines Hill Road. Based on updated public input and preliminary design, the project has been modified to include the following sidewalk segments:

  • Valley View - Hunting Hollow to Hines Hill -- west side
  • Valley View - Hines Hill to Wethersfield - east side
  • Hines Hill - Glastonbury to Granby - north side

This spring, City staff discussed the proposed sidewalk alignments along Hines Hill Road (Glastonbury to Valley View) and Valley View Road (Hunting Hollow Dr to Hines Hill Road). A series of workshop discussions and a public open house were held to review the proposed alignments. After a thorough discussion on August 27, 2024, Council was in agreement with the recommended alignments. A motion to approve these alignments will appear on the September 17 Council Meeting agenda for approval. Engineering staff will continue working with the design consultant to finalize the sidewalk design over the next few months.

Public Engagement

Public Information Meeting December 11, 2023: The City held a public information meeting on Monday, December 11, 2023 at Hudson City Hall. City staff and representatives from the consultant AECOM were available to answer resident questions. The conceptual sidewalk plan and other exhibits were made available for review at the meeting.

Council Workshop Discussion January 9, 2024: Staff and the consultant presented the proposed sidewalk alignment to City Council at the Council Workshop on January 9, 2024. The meeting was livestreamed and is available to view on demand on the City Website.

Council Workshop Discussion March 12, 2024: After Council discussion, the removal of trees has been delayed pending further assessment of the sidewalk alignments along Valley View Road and Hines Hill Road. Staff collected survey data along Valley View Road, from Hines Hill Road to Middleton Road, to evaluate the possibility of extending the sidewalk project to this section. The discussion can be viewed on the City Website.

Public Open House July 22, 2024: The preliminary alignment evaluation for the sidewalk alignment along Valley View Road from Hines Hill Road to Middleton Road was completed and was presented at a public open house meeting on July 22. At the public open house, residents were able to review concept plans for the new sidewalk and discuss questions or concerns with City staff.

Council Workshop August 27, 2024: During the meeting, City Council reviewed the Sidewalk and Trail Map, Matrix, and Cost Summary for these segments. After a thorough discussion, Council was in agreement with the recommended alignments. A motion to approve these alignments will appear on the September 17 Council Meeting agenda for approval. Engineering staff will continue working with the design consultant to finalize the sidewalk design over the next few months.

Homeowners along Hines Hill Road and Valley View Road will receive an informational letter in the coming weeks outlining the next steps for the project.

Citizens may provide feedback at the Council meeting on September 3 or September 17, 2024 or commenting in the Comments & Questions section.

    The flood event on 8/8/24 washed out sections of the base material under the new sidewalk and needs repaired.    Orange safety fence and cones have been placed up by the contractor where the wash out occurred and there is a drop off next to the sidewalk. Staff is securing additional funds to repair the damaged areas and will then direct the contractor to complete the project including final restoration.  Repairs and final restoration are estimated at 2-3 weeks to complete and is anticipated in September or October.

    Staff will be discussing various alignment options for the Hines Hill/Valley View Road sidewalk project, including a recommendation for the sidewalk to run along Valley View Road from Hunting Hollow Drive to Wethersfield Drive at the 8/27/24 Council Workshop. If Council agrees with staff’s recommendation, a motion to approve the alignments will be brought forward at the September 10th Workshop.

    This path has been broken out in to 3 phases. Phase 1 includes the expansion of the bridge over the Ohio Turnpike.  The bridge widening  is currently being designed and is planned for construction in 2025. Phase 2 includes a path along Prospect Street from Hunting Hollow to Steepleview which is currently budgeted for design in 2025 and construction in 2026.  Phase 3 includes a path along Hines Hill Road and Prospect Street from Metroparks to Hunting Hollow Drive which is currently budgeted for design in 2026 and construction in 2027.  The Metroparks has obtained Planning Commission approval for a six-foot-wide gravel trail that will connect Hines Hill Road to Hudson Maple Grove Park, including a small trailhead parking lot. While the City of Hudson had requested that construction begin in 2024, work on the site has not yet started.

    Downspout lines situated within the ditch line will be connected to the new storm pipes being installed as part of this project. However, if an existing downspout line is in a ditch where no new storm pipe work is planned, the downspout line will remain unchanged.

The comment referencing that the "95 homes within the neighborhood feel as though we are being punished or completely ignored."- was this validated with a signed petition of 95 owners ( the total number of homes in the HOA) that I never saw? How many attendees of the council informational meeting represented the 95? 2. Valley View is still a busy dangerous street- would not let my young ones ride bikes on it or cross it alone. The 4 way light and speed limit drop have helped, but cars open up after the light. We have lost 2 mailboxes to hit and runs in non winter conditions. 3. This additional walk at the high price tag, really goes nowhere- it opens up additional walking steps but we can go to Middleton quite easily. Why not extend the walks from VV and HH to Prospect and finish Prospect's sidewalk? We could walk to the library or St Mary's church. 4. I am curious as to how many Valley View residents are ready to give up their chosen semi-ruralness of Valley View and the privacy, and embrace the welcome mat to solicitors who will now be able to walk to each door and having to shovel and de-ice the sidewalks.     1. The City has not received any petition from residents of the Connecticut Colony neighborhood.  The City has received comments from a few residents that preside in Connecticut Colony.
    2. Earlier this year, the speed limit along Valley View Road was lowered from 45 MPH to 35 MPH.  In addition, as part of the recent paving project, the edge lines along the roadway were moved in to push vehicles away from the road edge and lower speeds.  Staff will be collecting additional speed data along Valley View Road to verify that the addition improvements have lowered driver speeds along this section of roadway.  
    3. A future trail extension along Prospect Street, from Steepleview Dr, north over the turnpike to Hines Hill Road is scheduled for design and construction.  The project has been split into phases and is scheduled for final construction in 2027.
    4. Residents along Valley View Road along the proposed sidewalk alignment are requested to provide public input via this website, by calling the City of Hudson Engineering Dept (330-342-1770) or attending the public input meeting rescheduled for 7/22/24.   The results of public input will be collated and shared with City Council at a Council Workshop scheduled for August 27.

    The sidewalk section along Valley View Road between Hines Hill and Middleton Road is currently in the preliminary design phase.  A public meeting will be held with residents regarding the overall sidewalk plan and selected side of the road for a new sidewalk installation on July 11 from 6:00-8:00pm at Hudson City Hall.  Letters will be sent to property owners along the project alignment notifying them of the public input meeting in the coming days.  Staff will then present the preliminary design and gathered public input to City Council at the August 6th Workshop ahead of finalizing the design and bidding the project later this fall.

    The sidewalk alignments along Hines Hill Road and Valley View Road were identified in the City’s 2021-2025 Sidewalk and Trail Master Plan, also known as the Connectivity Plan. The alignments of the future sidewalks and trails were selected for inclusion via public input that included residents, City staff, and City Council.  This plan reflects ongoing efforts to enhance safe and practical non-vehicular connectivity across Hudson. Public input sessions in 2020, attended by residents, City Council members, the Mayor, and City staff, facilitated the identification of potential alignments, ranking, and estimated budgets for these projects. Following these sessions, the findings were consolidated into the City’s Sidewalk and Trail Master Plan 2021-2025, accessible for review here

    Analysis of construction costs over the past three years indicates that concrete sidewalks have proven cheaper to install per linear foot compared to asphalt trails. For instance, recent asphalt trail projects along Valley View Road and recent project from other municipalities in Ohio averaged $325 per linear foot,  while recent sidewalk projects along Middleton Road, Stow Road, and SR 303 averaged $200 per linear foot. Given a larger footprint, factors such as environmental impacts, storm improvements and potential private property acquisitions, further contribute to increased costs for trails compared to concrete sidewalks.

     Also, previous proposals for asphalt trails adjacent to residential properties of Hudson have encountered significant property owner pushback, with concerns including aesthetics of a trail in the front of the property, increased snow/ice removal maintenance of a wide trail,  tree removals associated with the wider footprint, and shortening of driveway/reduced parking areas caused by trail width.
